Meet Ruth Jennifer Garcia

Ruth earned her B.A. in Psychology with a minor in Education from the University of California, Santa Cruz. Her early career began as a 1:1 Special Education (SpEd) aide and assistant, delivering Resource Specialist Program (RSP) services to students with diverse needs—ranging from mild to severe—across multiple TK-5 schools in Southeast Los Angeles, CA. This hands-on experience inspired her to pursue a graduate degree in Special Education. She transitioned from her SpEd assistant role to become an Education Specialist at a TK-6 elementary school in South Los Angeles. Soon after, Ruth advanced to Lead Education Specialist and Department Chair for a charter organization's special education program. She later completed her M.S. in Special Education from National University, along with an Education Specialist Mild/Moderate Credential and authorizations in English Learners, Autism Spectrum Disorder, and the Bridge Credential.

With over nine years of experience in special education, Ruth has played a key role in developing and delivering professional development for both special education and general education staff. She is skilled in designing and implementing Individualized Education Programs (IEPs) and behavior support plans that foster academic, social-emotional, and behavioral growth in inclusive settings. Under her guidance, students consistently make measurable progress toward their IEP goals.

As a district representative, Ruth has participated in meetings focused on the placement and progress of students with disabilities. She has also led recruitment, training, coaching, and evaluation of special education staff. Her leadership ensured the charter school she served complied with California Department of Education (CDE) reviews and LAUSD oversight, consistently achieving impeccable results.

Bilingual and fluent in Spanish, Ruth is passionate about supporting her community. As a first-generation Latina college graduate, she is committed to providing equitable access to services for the most impacted and vulnerable populations. She ensures families receive the information they need in their native language, bridging any communication gaps. Ruth brings a passion for advocacy, attention to detail, and a dedication to empowering both families and educators in special education.
